"Item 63 of the Second Schedule to the Constitution of the Federal Republic of Nigeria 1999 (1999 Constitution) as altered, provides for the legislative powers of the National Assembly under the Exclusive Legislative list pursuant to Section 4 of the 1999 Constitution with respect to traffic on Federal trunk roads.
