DISMISSAL OF A PETITION - Whether Tribunal can dismiss a petition where the petitioner fails to appear at its hearing; discretion of the Tribunal in such situation

"It is apodictic that under Paragraph 46 (3) of the 1st Schedule, the Tribunal has the power to dismiss a Petition if the Petitioner does not appear when the Petition comes up for hearing.
