"It is not in dispute that the President of Nigeria did not consult or seek the advice of the National Council of States, National Economic Council, Federal Executive Council, National Security Council and other stakeholders before directing the Governor of the Central Bank of Nigeria to introduce new naira notes and withdraw existing naira notes.
