PRE-ELECTION MATTERS - Time within which to file a pre-election matter; whether knowledge/awareness of the occurrence of the event/decision/action complained of is material in the determination of when time begins to run
HELD:
"Section 285(9) of the 1999 Constitution, as amended, prescribes a period of 14 days from the date of the commencement of the event, decision or action complained of, for the filing of a suit in a pre-election matter.
